Not sure what the SSID names are, but maybe renaming them even stupidly may help. However, it sounds like the best option here is to unhide the SSID, and better user education. This SEEMS to always give preference to the WiFi in the profile. It can be created through Apple's Profile Configurator for Windows, and they can be loaded through URL's/emails/additional ways. One way that may be to fix it is to create a profile with the premade settings and load the profile into the IPad's/IPhones. I use a hidden SSID on my IPhone at work, however, the mass of our IPad's are on visible SSID's.
